Mr. Lutnick is right on target. Now to convince Congress.

I worked as a civilian employee in the Naval Sea Systems Command. The last 27 years at Portsmouth NSY, Kittery. ME. We overhaul Submarines. Everybody in a WG/WS wage schedule (and a few other select personnel) in the Production Dept were considered direct labor..indispensible to the actual work of fixing the Boat. When it came to the inevitable layoffs they were pretty much untouchable. Everybody else in the yard were support, admin, logistics and were either indirect labor or overhead but not indispensable to the productive job of returning a repaired Submarine back to the Fleet . So the concept is not unknown in Washington.
