Monty sounds/looks like a ‘plant’ placed in Dallas to invade GOP as a fake Republican. He has no GOP roots to speak of. Beware. Thank goodness his first attempt to run in TX failed.
Excellent evaluation. As a Republican county party Secretary in another state, I concur with these observations. So much better expressed than I could have done.
Being a party chair can be a thankless job. I am NAV that regularly works with my county GOP, and campaigned for the current chair. Simply filling all the PCP (precinct committee person) positions is difficult and I don't think all positions have ever been filled. County GOP's have no funds. State GOP has no funds. The State National GOP chair, in office for 24 years, oversaw a steady decline in elected Republicans with a current super majority Democrat legislature. Some, or most of this is voter fraud, which finally the local GOP is at least acknowledging.
As I read, the Texas GOP is a slippery bunch. Solid honest party candidates will be vital, it looks like you found one, Amuse. The country needs a strong Texas, best of luck to Ms. Rodriguez.

Clearly explained and logically justified. These are useful insights into any local leadership choices.
Montanez might be a Democratic who wants to masquerade as a county Republican and create problems for the smooth running county Republican machine.
Reminescent of Wendy Davis, right?
