By putting brass from Denmark, France, Germany, Norway and Sweden on Greenland they ensured that, even if it was obvious that they could not prevent a hostile takeover of Greenland. And that was the point. Force than hand of USA, attack NATO allies or stand down. It made a propaganda takeover impossible. Even Trump would not risk starting an open conflict with 5 NATO countries because that would even turn most Republicans against him domestically.
