It is ever more obvious that a VERY large percentage of federal programs (we won't get into 50 states' programs) were written, specifically, with fraud in mind. It is no longer possible for these to be accidental. You don't accidentally write up 100,00 programs with the same innocent mistake in each - the inability for ANYONE to oversee the program.
This needs to end and not be "resurrected.". Thank you for your ongoing and excellent journalism.
